Turkey draws a lot of interest from operators, yet it works nothing like licensing hubs such as Malta or Curaçao. The state keeps every form of gambling inside its own controlled system, and private businesses only take part through the roles those systems hand out. This guide sets out what is legal in 2026, who controls each vertical and which commercial routes are realistic for an iGaming company.

The short answer for operators

Turkey allows a defined list of gambling products and nothing beyond it. Sports betting, pari-mutuel horse-race betting, the national lottery and a number of approved games of chance are lawful when they are sold through authorised channels. Land-based casinos, online casinos and online poker are banned.

Three consequences follow for any company weighing market entry:

  • No open casino licence. As of 2026 there is no general commercial licence that lets a private business launch an online casino for Turkish players.

Each lawful vertical has its own legal basis, its own commercial structure and its own operating limits. Several are sold online, but only through designated websites and apps that belong to the authorised system, and access to them follows the relevant state agreements.

Search results blur the picture. Queries about Bet365, online gambling or casinos in Istanbul and Antalya return a mix of official channels and offshore brands. Visibility in search proves nothing; what matters is whether Turkish law permits the activity and whether an authorised local channel offers it.

Who controls what: the institutional map

Oversight is spread across several bodies whose powers are not interchangeable. The map becomes much easier to read once you separate three functions: regulation, ownership of rights and day-to-day operation.

Milli Piyango İdaresi (MPİ)

The National Lottery Administration oversees the national lottery framework and approves certain promotional draws in which the prizes are goods or services rather than cash. Rights to cash-prize games, however, now sit with Turkey Wealth Fund. Promotional-draw permissions form a limited regime of their own and should be assessed separately from real-money betting and casino activity.

Turkey Wealth Fund

The Fund holds the licence for the national lottery and the covered games of chance, transferred to it for 49 years. It decides which operations are delegated and keeps control of the wider commercial structure. Contractors act within the mandate they receive and never gain an independent right to offer games of chance.

The lottery shows how this works in practice. The Fund selected Sisal Şans, a Turkish-Italian joint venture, to run lottery operations under a 10-year service contract, while the Fund remains the sole licence holder. Turkish and foreign companies can bid whenever the Fund runs a procurement, and the winner operates under the resulting service agreement. Official websites and approved sales points are the permitted distribution channels.

Spor Toto Organisation

Spor Toto defines the rules and operating conditions for Turkey's authorised sports-betting products, covering both fixed-odds and pari-mutuel wagers on sporting events. It holds the statutory authority, while the İddaa product is run by an operator under a long-term agreement. Dealers and bookmakers enter through the application procedures and conditions that framework sets.

Horse racing: TJK and United Racing

The Turkish Jockey Club (TJK) is the backbone of domestic racing. It organises race meetings, operates the racetracks, supports thoroughbred breeding and maintains the infrastructure the sector depends on. Betting rights belong to Turkey Wealth Fund, and since January 2026 United Racing Şans Oyunları A.Ş. has managed the wagering platform, e-dealer memberships and related operations. Any commercial proposal in racing has to work with this contractual network.

Cross-sector authorities

  • MASAK, the financial intelligence unit, is responsible for anti-money laundering controls, analysis of suspicious transactions and financial investigations.
  • The Personal Data Protection Authority supervises compliance with the general data-protection framework.
  • The Cybersecurity Directorate became the main administrative body for receiving, implementing and coordinating content-removal and access-blocking decisions under Law No. 5651 after Law No. 7590 of 31 July 2026 transferred those powers from BTK, the electronic communications regulator.

Why there is no single Turkish gambling licence

In most regulated markets the sequence is simple. An operator secures a national licence and then picks a launch model. A turnkey casino, for example, assumes the operator holds its own licence, while other models rely on the software provider to help obtain an offshore licence.

Turkey works differently. "Gambling licence in Turkey" is really shorthand for a set of role-specific legal instruments, each tied to one function, one authority and one channel. One company may contract with a rights holder, another may supply technology or distribute an approved product, a third may accept wagers as a dealer inside an authorised network, and a fourth may run a single promotional draw. Routes that actually exist

  1. Procurement and service contracts with a rights holder such as Turkey Wealth Fund, as in the lottery model.
  2. Platform or operating agreements inside a vertical, like the İddaa agreement or the United Racing mandate.
  3. Dealer or bookmaker status within the Spor Toto and İddaa network, or e-dealer membership in horse racing.
  4. MPİ permission for a defined promotional campaign with non-cash prizes. It never extends to cash-prize gambling, sports wagering, casino games or continuing gaming operations.

What eligibility usually involves

Each application is judged against the function the company wants to perform. Depending on the vertical and the tender, criteria can include:

  • a Turkish entity in a prescribed legal form;
  • minimum capital and, for some roles, financial guarantees;
  • transparent ownership, with approval required for later changes in management or shareholding;
  • technical capacity and performance commitments written into the contract.

Meeting these criteria only opens the relevant procedure; it does not grant market-wide authorisation. The instrument also decides how the company earns money and whether it deals with players or their funds directly. A service supplier, a platform contractor, a dealer and a rights holder therefore carry very different authority and responsibilities.

Sports betting in Turkey

Sports betting is legal, but only through the Spor Toto and İddaa system, where contracted operators and approved dealers handle distribution. A "Turkey betting licence" should be read in that narrow sense: authorisation inside this network rather than a state-level licence of the kind issued in open regulated markets.

For a B2B or technology company the order of work matters. Define the role first, complete the registrations and secure the permissions that role needs, and only then choose sportsbook software that matches the authorised operating model and its contractual duties.

Integrity is a live issue. The 2026 football investigations, which examined alleged betting by referees, players and club officials as well as possible match manipulation, were major news in the Turkish market. They showed that even activity on legal platforms can lead to criminal or disciplinary action when prohibited participants or compromised events are involved.

Casinos: the mainland ban, Istanbul, Antalya and Northern Cyprus

Commercial casino venues cannot operate legally anywhere in mainland Turkey. The ban covers physical casinos as well as private businesses built around casino or card games, and Istanbul, Antalya and other tourist destinations are no exception. An offshore casino or sportsbook can hold a licence elsewhere and still have no Turkish status. If it accepts Turkish customers without authority, its domains can be blocked and the promotion and payment flows around it can be investigated. Operators, intermediaries, advertisers and payment participants can all draw enforcement, because criminal and administrative rules also reach activities such as:

  • offering an unauthorised gambling service;
  • providing a physical or digital place to gamble;
  • encouraging people to take part;
  • moving money connected with illegal gambling.

A site that stays reachable for a while, or reappears under a new domain, has not gained market access. Authorities look at authorisation and activity in Turkey, not at the offshore credential, and sooner or later payments, advertising and customer targeting fall under the same review. For an operator active in several jurisdictions, account access, content, local promotions and payment routing all need market-specific settings, because a single global configuration can expose Turkish users to products outside the permitted scope.

Compliance workstreams inside an authorised role

Once a company holds a valid role, its controls must mirror the product, the contract, the distribution channel and the customer relationship. Technical capacity to grow is no substitute for legal scope: anything outside the perimeter creates a gap, so the legal framework has to be settled before expansion.

Advertising and affiliates

Promoting or encouraging participation in unauthorised services can bring criminal and administrative penalties, and that applies to affiliate managers and bloggers as much as to brands. Marketing for approved products carries its own restrictions, including rules designed to protect minors.

AML and payments

Anti-money laundering duties come from Turkey's general AML framework. Depending on the role, the business will need:

  • customer identification;
  • transaction monitoring;
  • escalation of suspicious activity;
  • record retention, with reporting routes that link the platform to compliance staff.

Deposit sources, withdrawal destinations, unusual velocity, linked accounts and attempts to get around limits all deserve review. Even a managed connection to payment providers needs rules written for the authorised model, and alerts must reach a team that can investigate and escalate them. Blocking and financial enforcement now operate side by side: the 2025–2026 national action plan gives MASAK a coordinating role across digital channels, finance, promotion and international cooperation.

Personal data

Law No. 6698 covers KYC files and betting records as well as device and payment data. Responsibilities should be allocated clearly between the rights holder, the contractor, the platform supplier and any other processors.

New duties for digital gaming platforms

From 1 November 2026, amendments to Law No. 5651 introduce age ratings and parental tools for qualifying digital gaming platforms, together with information duties, and some foreign services may need a local representative. These rules sit alongside the gambling authorisation requirements, so operators should check how the statutory definitions apply to their own service.

Geolocation shows where a user is, identity checks show who they are, payment monitoring shows how money moves, and marketing governance and domain management control market reach. Incident response ties these controls together when something goes wrong: every alert needs an owner and a clear escalation path.

A practical checklist for operators

  1. Define the role. Who contracts with the player, sets odds or game rules, takes stakes, pays winnings, controls data and reports to the authorities? The answers show whether the project fits an available public arrangement.
  2. Check eligibility early. Review incorporation, governance, capital and management requirements before designing the launch, and expect a tender to add technical specifications, financial security and performance targets.
  3. Build to the perimeter. If the wider business relies on casino games integration in other markets, the Turkish-facing configuration must exclude casino content, with product availability, payment rules and reporting kept inside the authorised scope.
  4. Audit acquisition channels. Local affiliates, search campaigns, Turkish-language content, regional bonuses and payment messaging can all influence how authorities assess targeting. Test every channel before launch and keep campaign settings within the same territorial limits as the platform.
