Online Gambling in Asia: An Overview of a Divided Market

Asia is home to more than half of the world's population and to some of its most enthusiastic gamblers, yet only a small part of the continent has a legal online gambling market. Tradition, religion and state monopolies keep most doors closed, and the money players spend on offshore sites is revenue their governments never see. The picture is changing, though not always in the direction of liberalisation.

China: the market that shapes the region

Mainland China is the biggest prize and the most firmly closed door. Gambling there is a state monopoly limited to the welfare and sports lotteries, and online gambling is prohibited. Chinese players who want casino games have traditionally travelled to Macau, the special administrative region where land-based casinos are legal, or turned to offshore websites.

Beijing works to stop that outflow. It has pressed neighbouring countries to stop hosting operators that target Chinese citizens, and that pressure has helped shape gambling policy across Southeast Asia, including Cambodia's ban on online gambling in 2019.

The Philippines: from offshore hub to domestic focus

The Philippines built one of Asia's most developed regulated sectors. PAGCOR licenses casinos, electronic gaming and sports betting, while a second authority licenses gaming operators in the Cagayan Special Economic Zone and Freeport. For years, Philippine-licensed offshore gaming operators (POGOs) served players abroad, many of them in China. Concerns about crime and diplomatic friction led the government to ban POGOs in 2024. Licensed online gaming aimed at players in the Philippines continues under PAGCOR.

India: from grey area to prohibition

India pairs a vast online population with a passion for cricket, which made it a magnet for betting brands. For years the law was fragmented. Gambling was a matter for each state: Sikkim experimented with licensing, others such as Maharashtra took a restrictive line, and offshore sites operated in a grey area with little enforcement. The Promotion and Regulation of Online Gaming Act, 2025 ended that ambiguity by prohibiting online money games across the country.

Japan, South Korea and Vietnam: tightly controlled

These countries allow selected forms of gambling under strict rules. Japan permits lotteries and betting on publicly run horse, bicycle, boat and motorcycle racing, plus casinos inside licensed integrated resorts; the first, in Osaka, is planned to open around 2030. South Korea offers lotteries, the state-licensed Sports Toto and race betting, with Kangwon Land the only casino open to citizens. Vietnam runs lotteries and casinos for foreign visitors, with a pilot scheme admitting some local players. Online casinos are illegal in all three.

Muslim-majority countries: closed on religious grounds

In countries such as Pakistan, Kuwait and Qatar, gambling is prohibited in line with Islamic law, and Bangladesh bans most forms apart from narrow exceptions. Because these bans rest on religion rather than economic policy, they are unlikely to change. The United Arab Emirates is the notable exception: it set up a federal gaming regulator in 2023 and is opening up to selected forms of commercial gaming.

Where the region is heading

Asia's online gambling market is still taking shape. Some countries are opening up, such as Japan with its resorts and the UAE. Others are tightening, as the POGO ban, India's 2025 law and Cambodia's online ban show. Many simply hold the line. For operators, the lesson is to assess each market on its own terms and to treat legal clarity as a precondition, not an afterthought.
